Actually, considering that it sold just a little more than half of what Ultra Sun and Ultra Moon did, it means that they expected it to sell more or less as much as its predecessor, and it didn’t.
It’s not a “problem” per se, but it tells us (as Media Create mentions) that the efforts to attract a new audience didn’t work that well for now, at least in Japan.
Which isn’t all that unexpected, because Japanese gamers don’t really like change all that much.
